Going to `Umrah but Wife Expects Menses
Question :
Respected scholars, As-salamu `alaykum. I am traveling to Pakistan with my wife. On the way we thought of performing `Umrah and we have booked tickets. However, during our stay at Makkah, my wife expects her period days. Now I am confused about what to do. Please advise me in the light of Qur’an and Sunnah.
Answer (Dr. `Abdullah Al-Faqih) :

May Allah grant you a great reward for your sincere intention to carry out righteous acts. May the Almighty bless your good efforts and reward you abundantly for your good intention.
A menstruating woman can perform all acts of Hajj and `Umrah except Tawaf, which she has to do after she gains purity from her menstruation.
Responding to your question, the prominent Muslim scholar Dr. `Abdullah Al-Faqih, supervisor of Fatwa Centre at www.islamweb.net, states:
The menstruating woman who intends to perform Hajj or `Umrah does all the Hajj or `Umrah acts except Tawaf (circumambulation around the Ka`bah). In fact, she should not perform Tawaf unless her period stops and she makes ghusl (purificatory bath). So when your wife in her menses reaches the miqat with the intention of performing `Umrah, she immediately enters the state of ihram and stays in that state avoiding all things that are unlawful for the person in the state of ihram, like perfume and other things.
Now when her period stops and she makes ghusl, she can perform Tawaf and any remaining rites of `Umrah. But if her menstruation starts after she enters Makkah and after performing Tawaf, then she completes the remaining acts as we mentioned earlier. The evidence for this is the hadith that the Prophet (peace and blessings be upon him) said to `A’ishah (may Allah be pleased with her) when she menstruated: “Do everything the pilgrim does. But do not do Tawaf around the Ka`bah unless you become pure.”
